The expression "province" appeared a long time ago, initially, back in ancient Rome, a province meant a certain type of territory. Over time, the Romans began to use this word in a rather humiliating sense: this was the name of distant cities, the periphery, which lagged behind the developing cities of a prosperous empire in development. That is, the ancient Romans considered the provinces to be some kind of remote villages, without any special signs of the development of culture and infrastructure.

Currently, the word province means an administrative or territorial unit; this designation is used in many countries of Europe and Asia. In particular, there are provincial administrative divisions in divisions in Argentina, Canada, Belgium, Spain, Indonesia.

Most countries provide for the independence of the provincial districts, i.e. they have their own government with legislative initiative and branches of the executive branch, autonomous economic systems and fiscal powers aimed at replenishing the local budget. Moreover, the presence of provinces does not weaken the centralization of power in the country, since The head of education is usually appointed by decree of the president or government of the state.

As a designation for an administrative unit, the word was forwarded, but the meaning of a distant and not very developed territory remained.
