Peter I approved the law "On the procedure for public service in the Russian Empire" of January 24, 1722. Earlier, in 1719, the document "Table of Ranks" was signed, describing the ranks by seniority. The "Table of Ranks" was based on similar acts of Western European countries, and when creating the law, the ranks that existed at that time were taken into account. The "Table of Ranks" was a reformatory document, as it gave a chance for talented people of the lower classes to raise their own rank in society by their merits.

The "Table of Ranks" is a summary table that clearly draws parallels between military and court positions, divided into ranks. 14 ranks were determined. The state (go civil) adviser was given the 5th place in the "Table". Opposite him were the military ranks of the brigadier, the captain-commander, the prime-major, the shter-kriegskommissar and the court ranks of the master of ceremonies and the chamber-junker. For example, you should have said "Your Excellency" to persons with the ranks of the 1st and 2nd classes, "Your Excellency" - to persons with the ranks of the 3rd and 4th classes. To persons with the rank of the 5th class, namely to the state councilor, it was ordered to address: "Your Highness." There were also adopted appeals "Your Excellency" and "Your Honor" to persons who rose to the ranks of grades 6-8 and 9-14, respectively.
