When the wave of privatization swept across the country, the Norilsk plant was going through a difficult time. For decades, well-functioning relationships with consumers and suppliers have been interrupted. Even products for factory canteens had to be purchased abroad. Potatoes were brought from Israel, meat - from Australia. During this difficult period, Budargin demonstrated his ability to act outside the standard. The decision lay on the surface - local reindeer herders were invited to cooperate. The meat supply problem was closed in three days. Such a scheme made it possible to arrange the supply of vegetables and fruits.
On the political wave
After the default of 1998, the situation in the country's economy stabilized and the Norilsk MMC ceased to be in a fever. However, problems remained in the city. They needed to be eliminated as soon as possible. In 2000, Oleg Budargin took part in the election procedure for the post of head of the city administration. He won convincingly in the very first round, gaining more than 60% of the votes. The tasks before him were complex. Using the accumulated experience and connections, the new mayor relieved tension in the main sectors of the city economy. The townspeople highly appreciated his contribution to the stabilization of the situation.
After four years, a large-scale rotation of local personnel took place in the Krasnoyarsk Territory. As a result of the reshuffle, a vacancy was formed for the post of head of the administration of the Taimyr Autonomous District. An experienced administrator easily passed the elective filters. Budargin did not have to demonstrate much creativity at the post. The huge territory of the district and the small population dictated their own conditions. There is nowhere to attract additional funds to the budget. During his entire term of office, Oleg Ivanovich prepared the district for joining the Krasnoyarsk Territory. The procedure ended in 2007 by a general vote.
Circumstances so developed that Oleg Ivanovich was left without a position. There is no district, there is nothing to lead. Of course, this situation could not remain unresolved for a long time. By presidential decree, Budargin was transferred to Novosibirsk to the post of Deputy Plenipotentiary Representative in the Siberian Federal District. Two years later, he was elected chairman of the Board of Directors of the Federal Grid Company UES. In this position, Budargin worked for four years. This was followed by the next appointment.
Management of a state-owned company
After the completion of the reform in the energy system, which was carried out by Anatoly Chubais, the situation has not changed for the better. It was not possible to stop the growth of tariffs. System upgrades and equipment upgrades are carried out at an excess cost. It was in this state that Oleg Budargin received the management of Russian Networks. The new leader began to fulfill his duties in the summer of 2013.
The first step was to draw up a strict schedule for maintenance and repair work.
