Step 1
Before filing a complaint, be clear about the results you want to achieve. It must be justified in terms of legislation. Demand what you are legally entitled to.

It is advisable to draw up a complaint to the precinct on a computer, on an A4 sheet, because this is an official document. Write without errors, observing the requirements for processing applications. To do this, in the upper right corner of the sheet, indicate to whom the complaint is sent for consideration, noting the position, surname, patronymic. Write down who is submitting it. If the complaint is collective, from all residents of the house, write the address, and in the conclusion it is necessary to write down all the names.
Step 3
Next, state the essence of the claims. Don't think that the more you write, the better. This is not true. You need to specifically and clearly state the facts, indicate the number and time of what is happening, the names and addresses of those to whom you have claims, as well as the names and addresses of possible witnesses. In the future, the district police officer will have to talk to them.
Step 4
If you have repeatedly tried to take measures on your own, for example, conducted conversations, made complaints, but all this did not bring results, indicate this in the complaint. Perhaps you were forced to call the police on duty, write about this.
Step 5
Finally, you need to list what measures you are asking to take. For example: "I ask you to hold a conversation with your neighbors, warn them about administrative responsibility for drunken scandals in a public place." Date, include your last name, first name, patronymic and signature. If the complaint is collective, do not forget to write a list of tenants indicating the apartment numbers and collect their signatures.
