Any family with three or more children, including adopted ones, under the age of 18, whose average per capita income does not exceed the established minimum subsistence level, has the right to receive benefits. If children are studying, the eligibility for benefits is extended to 23 years. To receive benefits, parents must submit an application to the social protection authorities at their place of residence or registration. If the family's income meets the established conditions, parents are issued a certificate of the possibility of receiving benefits. Such a certificate is updated annually, because during this time the family's income may increase or one of the children may become an adult.

The size of the established benefits can also change - it depends on the level of inflation, the state of the budget and other indicators of the general standard of living in the country. In addition, many benefits are provided through the local budget. Therefore, the procedure for their provision and the size may also be different for different municipalities.

To receive a subsidy for housing and communal services, which is at least 30%, one of the parents must apply with a written statement about this to the housing and communal services. As confirmation of the right to such a benefit, a copy of the passport, a certificate that the family has many children and a certificate of the possibility of receiving benefits must be attached to the application. The same package of documents will be required when registering children for a nursery, kindergarten, school, as well as for obtaining benefits for travel in city and suburban transport.

In addition, children from a large family have the primary right to get a place in kindergartens, and if there are medical prescriptions for this, in sanatoriums, children's recreation camps or other medical institutions.

Families with many children are eligible for a loan at a preferential rate when they want to build or purchase their own home. This is a targeted loan - only building materials and equipment can be purchased for it. Those families that need to improve their living conditions, after a special examination, can count on the priority receipt of new apartments under social tenancy agreements. If desired, such a family can receive a land plot with an area of at least 15 acres for running a subsidiary farm or using it for a vegetable garden or dacha.

Working parents are entitled to employment assistance. In this case, considerations of the convenience of the location of the place of work, as well as the needs of the family, must be taken into account. Children under the age of 6 can be provided with medicines free of charge, and schoolchildren are entitled to two free meals a day and are provided with sports uniforms. Parents also receive monthly cash benefits and inflation compensation.
