Culture and cinematography in Russia are going through hard times. The government has set priorities and believes that other sectors of the country need budget support most of all. Nevertheless, the deputies tried to distribute money from the state treasury in the most optimal way.

For the development of culture and cinematography in the next three years from the federal budget, an amount will be allocated less than in previous years. This became known from the document "The main directions of the budgetary policy for 2013 and the planning period of 2014 and 2015", which is published on the website of the Ministry of Finance.

Thus, in 2013, 88.6 billion rubles will be spent for these purposes. And this is 2.5 percent less than this year. In 2014, they plan to spend 87.5 billion rubles. This amount will increase slightly in 2015. It will amount to 90.8 billion.

Next year, most of the allocated amount will go to support and modernize cultural institutions, to help cinematography, folk culture, as well as to develop new projects. To all this, the number of scholarships and grants will be increased to reward young talents of culture and art.

The same document indicates that by 2015, even in small towns, the number of cultural centers will increase. There will be at least five of them in each. It is also written that every year the electronic national library will be replenished with books published in Russia. They should be at least 10% of the total.

It is planned to pay special attention to digital content. Websites of museums and theaters will be created, where films and performances available to all users will be posted. Traditionally, it is planned to allocate money for exhibitions of the country's leading museums. The national museum fund will not be forgotten either. Every year it will be replenished by purchasing new items. At least one billion rubles a year will be allocated for this.

The federal budget spending on the development of culture and cinematography will clearly decrease. This is due to the following factors: subsidizing of the "Platform" project will stop, the maintenance of the estate of K. S. Stanislavsky "Lyubimovka" and in 2013 the project "Cultural heritage - the island town of Sviyazhsk and the ancient Bolgar" will be completed.
