In many countries, when a state of emergency occurs on their territory, the government imposes a so-called curfew. Ordinary citizens of the state often do not agree with such restrictions on freedom, do not consider them a guarantee of security and do not want to comply with the established order.

What is curfew

Curfew is, first of all, a restriction on the freedom of movement of citizens at a time specified by law. Such measures are aimed at ensuring the safety of ordinary citizens and are introduced in the event of emergencies in the country related to military operations, the threat of man-made disasters or an unstable political situation, and a high level of crime. Compliance with the requirements is monitored by special units of law enforcement agencies or police officers who patrol settlements and monitor the implementation of restrictive measures.

Why is a peacetime curfew imposed?

Since 2009, there has been a curfew for teenagers in Russia. These measures are aimed not so much at restricting the freedom of minors as at ensuring their safety, protecting them from negative influences and protecting them from criminal elements. It is no secret that the number of crimes committed with the participation of children under 18 years old and committed against them has increased significantly, and almost every day in the police reports there is data on the disappearance, murder and rape of children, on the vagrancy of adolescents. News programs on TV are full of videos about unscrupulous parents, through whose fault children behave inappropriately, use alcohol and drugs, and get into trouble. The introduction of a curfew for adolescents is precisely aimed at eradicating such cases. Both children and their parents should understand that such a measure is needed, first of all, to ensure the safety of the younger generation.

What exactly are the restrictions provided for by the curfew

According to the law, adolescents under the age of 16 cannot be outside their home without being accompanied by their parents or guardians after 22.00. A kind of impetus for the adoption of this article of the law was the increased incidence of crimes against adolescents at night. For example, in 2009 in one of the Ural cities during a drunken brawl in one of the nightclubs, 3 girls who were only 14 years old were killed.

The article on the curfew provides for the possibility of raising the specified age by local authorities, but not more than 2 years. That is, if the regional authorities believe that the likelihood of harm to children and adolescents by criminal elements on their territory is very high, they can impose restrictions on freedom of movement for a certain period of time and for people under 18 years of age.

But there are other examples of curfews in Russia. One of them operates in the capital of the country and prohibits the movement of transit trucks within the city. This prohibition is in effect from 6.00 to 22.00 and is due to the frequent occurrence of congestion on the city's highways due to the fault of such vehicles.

What is the penalty for breaking curfews

For violation of the rules established by the curfew, a fine or arrest for a period of 3 to 15 days is imposed. If the law is violated by a child, his parents will be punished. If an adult has violated the law, accordingly, he himself will be punished. For violation of the curfew by a child, a monetary fine in the amount of 500 to 1000 rubles is expected. For driving on highways in Moscow in a heavy-duty car, at a time prohibited for this, a fine is imposed on the driver, and the vehicle is put into a special parking lot.
