It was in 1991 that the government returned the Russian heritage and historically revived the symbol of the entire Russian people - the flag. On November 1, 1991, a law was signed on amending the Constitution of the Russian Federation, and the ratio of the width of the canvas to the length (1: 2) was established. Later, in 1993, the ratio was changed to 2: 3, but the colors of the Russian flag remained unchanged.

There is an opinion that the colors denote precisely the union of fraternal peoples: Belarus (the white sign means the annexation of White Rus), Ukraine (this is the blue sign of Little Russia), Russia (the sign of a great power is red).
