The parliament existing in Russia, according to Article 94 of the Constitution of the Russian Federation, is called the Federal Assembly of the Russian Federation and is the highest legislative body of the state.

The Federal Assembly is the bicameral parliament of the Russian Federation, consisting of the State Duma (lower house) and the Federation Council (upper house). It is the highest federal representative and legislative body of our country.
Step 2
The State Duma is elected by citizens on the basis of free general elections under a proportional electoral system for a term of 5 years and has 450 deputies. The Federation Council is formed of two representatives from each of the 85 constituent entities of the Russian Federation - one each from the representative and legislative body of state power of the constituent entity of the Russian Federation. The members of the Federation Council are called senators and their number in the chamber is 170.

The Russian Federation is a state with the division of power into three independent branches: legislative, executive and judicial. The Russian parliament belongs to the legislative branch of government and its main function is the process of lawmaking: the development and adoption of laws. The adopted laws, in turn, are executed and put into effect on the territory of Russia by the executive branch of power - the Government of the Russian Federation, federal ministries, agencies and services.

The Federal Assembly of the Russian Federation is the highest legislative body at the federal level, that is, at the level of the entire state and the laws adopted by it have the highest legal force throughout the territory. However, each of the 85 constituent entities of the Russian Federation (region, territory, republic, city of federal significance) has its own parliaments that carry out legislative activities and other functions at the level of their region.

For example, the parliament of the Republic of Tatarstan is called the State Council of the Republic of Tatarstan and is the highest legislative and representative body of power only on the territory of this republic. The Parliament of the Primorsky Territory is called the Legislative Assembly of the Primorsky Territory - and exercises legislative power only on the territory of this Territory.

All parliaments of the constituent entities of the Russian Federation are unicameral, their numerical composition is determined by the constitutions and charters of the corresponding constituent entity of the Russian Federation. The most recent regional parliamentary elections in 2011 were held under a mixed electoral system.
