Eating on the products obtained as a result of hunting and gathering, the ancient people practically did not produce anything themselves, but used the gifts of nature. The basis of primitive relations was the equal distribution of all benefits between members of the community. Consequently, they simply did not have the prerequisites for the emergence of private property. And it was impossible to collect taxes from members of the tribe without the presence of private property.

A tax is a portion of income collected from a person's property and used to create common goods. The very purpose of collecting taxes - providing the community with the necessary resources - was satisfied in the process of the activities of primitive people. The emergence of the tax system in this period was impossible, because the withdrawal of funds from the population is carried out on the basis of relevant laws, norms and regulations. And the structure of regulation of this kind of relations in primitive society has not yet been formed.

The absence of taxes in that era was partly due to the social structure of primitive people. All members of the community were equal in their rights. And the collection of taxes would automatically divide primitive society into rulers and governed.
