Diplomacy is the backbone of international relations. Consuls and other representatives of states have to collect information about the host country and bring the decisions of their government to its leadership. One of the important tools for politicians and diplomats is the communiqué.
History of appearance
In modern politics and business, a communique is understood as a documented list of agreements / requirements and key provisions. A common expression is also a "joint communique", as often a communiqué is the result of the activities of politicians and diplomats of several countries at international conferences.
The earliest prototypes of the communiqué date back 6,000 BC. and are the fruit of the efforts of Egyptian diplomats - scribes. They were drawn up in the presence of the kings of different parts of Egypt and were the "agreement of the gods" (Pharaoh in Egypt was considered the son of the sun god Ra).
It should be noted that the communiqués were widely developed in the 20th century, with the development of democracy and the media. The monarchs resolved most of the issues in personal meetings; they did not need broad public support for this. Modern politicians and public figures are representatives of social strata, so they often need to appeal to society.
Media and communiqué
Modern science refers the communiqué to the formal business style. Journalists consider the communiqué to be a form of press release. Certainly, you can find similarities: this is an official document reporting on the decision of the council of several organizations (countries). In addition, the communiqué is, in most cases, subject to publication.
Charter of liberties
One of the examples of the communique can be considered the "Magna Carta" drawn up by representatives of the English nobility and King John Lackland. The "Charter" prescribes the basic agreements between the feudal lords and the English monarchs; in particular, it is prescribed to abolish any taxes and duties other than those prescribed by law.
Many people mistakenly regard this document as a constitution, but it is more accurate to consider the "Liberties Charter" communiqué that led to its creation. The Charter was not law, but influenced the creation of the British constitution. The document was written in the "dead language of theologians" - Latin. We can say that the "Charter", which is not an official agreement, became such due to the absence of other documents of this level. This tendency is often found in diplomacy until now - communiqués that are not international agreements may become such, due to special circumstances.
How to write a communiqué
To draw up a communique, it is necessary to state as briefly and clearly as possible the state of affairs on a specific issue, whether it is a summing up of the results of a summit, conference or business meeting. If the communiqué is going to be published in the media, two prerequisites must be met. First, the subject of the communiqué must be socially significant (otherwise, drafting it was pointless work). Secondly, the communiqué should be posted in relevant (with a suitable audience) publications.
