War veterans are in a special position. This category of citizens includes about 1 million people. All of them are subject to the Law "On Veterans", which provides former fighters with a number of benefits and privileges.
The law governing the veteran industry clearly defines who combat veterans are, what rights and responsibilities they have, and what they can count on.
Who are combat veterans
According to the legislation, combat veterans are understood as the following categories of citizens:
- servicemen, as well as employees of law enforcement agencies sent to other countries and took combat participation there. Those who have been to Afghanistan, Angola, Vietnam, Tajikistan, etc. are considered as such. In addition, this category of citizens includes those fighters who participated in battles on the territory of Russia, defending its sovereignty;
- servicemen who helped to clear the territory of the country and other states from the shells left after the Second World War;
- military motorists, as well as pilots who delivered both cargo and people to Afghanistan;
- civilians who worked in Afghanistan during the period when Soviet troops were there.
Benefits for war veterans
Initially, benefits were supposed only for those military personnel who passed Afghanistan. However, later it was decided that such a situation was unfair, and the list was increased.
The calculation of the length of service for fighters is different: for example, they are considered 1 month of stay in a hot spot for 3, and this significantly reduces the length of service and is necessary for calculating the length of service. Veterans should receive a monthly bonus of 32% of the established minimum social pension on their length of service.
Also, a monthly cash payment is provided for them, which was introduced after the cancellation of the replacement of benefits in kind with payments. It includes a whole social package, which includes payment for medicines, spa treatment and travel to the place of treatment. Moreover, it should be borne in mind that such financial assistance is due to all participants in hostilities, regardless of whether they are retired or not yet.
Social support for fighters involves the following measures:
- getting free housing;
- 50% discount when paying for utilities - and this does not depend on the form of ownership of the apartment;
- the right to choose the time of vacation;
- the right to purchase travel documents without queuing.
Also, veterans of military operations are provided with a tax deduction, in addition, they are exempted from paying transport and land taxes.
Servicemen who have visited hot spots are entitled to free admission to museums, exhibition halls and various palace and park complexes.
Some enterprises support the policy of the state and include in their internal charter provisions on the payment of various bonuses to participants in hostilities for any memorable event: Victory Day, the anniversary of the withdrawal of troops from Afghanistan, etc.
