Veterans of the Great Patriotic War and residents of besieged Leningrad most often no longer require any documents. In this case, a simplified document processing scheme is in effect, and employees of the housing department and the committee for social protection of the population collect all other certificates themselves.

The forms of housing for veterans are different and depend on local conditions. An apartment can be bought by the municipality, and then provided to the veteran on the basis of social employment. It can be privatized if the employer has not yet exercised this right. More often, veterans themselves acquire housing, having received a subsidy. The subsidy is calculated from the average cost per square meter of housing and sanitary standards. A veteran can buy an apartment, the cost of which is equal to the size of the allocated subsidy. If he buys a cheaper house, the rest of the amount is not paid to him. To buy a more expensive apartment, you will need to pay the difference.
