Step 1

In accordance with Russian law, if a conscript does not appear at the military registration and enlistment office, the procedure for tracing him begins. If the representatives of the military registration and enlistment office, for reasons beyond their control, failed to hand over the summons to the conscript, then after their respective written appeal, this responsibility is assigned to the Ministry of Internal Affairs, and the conscript may be put on the wanted list.

Step 2

Every year, before January 15, military commissariats send lists of "draft evaders" to the internal affairs bodies and military commissariats of the subjects of the federation. These lists, which are usually for informational purposes, should be updated twice a month.

Step 3

The police are obliged to organize search activities only after receiving a written appeal, which specifically indicates the whereabouts of the draft evader. In this case, the written request must be accompanied by the summons of the military registration and enlistment office, which must be handed over.

Step 4

Police investigative measures consist in determining the actual whereabouts of the conscript, handing him a summons and presenting to the military registration and enlistment office a summons spine with a signature of the conscript. The detention of this category of citizens, in accordance with this written appeal, is not the duty of the police officers.

Step 5

The drive of the "draft evaders" to the military registration and enlistment office is carried out by the police on the basis of an administrative offense case initiated (Article 23.11 of the Administrative Code of the Russian Federation). The conscript in this case can be a person who has committed an administrative offense, or a witness in this case. In this case, it will be taken into account that the conscript had previously been called by the military registration and enlistment office to consider this case, but it was postponed due to the absence of the conscript. The main purpose of the drive is to find out all the circumstances within the framework of this case and resolve it in accordance with the requirements of Russian legislation.
