In 1993, Nikolai Viktorovich received a “red” diploma as a teacher of history and socio-political academic disciplines in the direction of “law”. After 8 years, he decided to get another higher education - he completed a correspondence course in jurisprudence at the Kaluga branch of the Moscow Humanitarian and Economic Institute.
At the same time, the man, already successful in his career at that time, took a course in business administration at the Obninsk branch of the Franco-Russian Institute. The future governor of the Ryazan region began his career in 1993 as the head of the research department (sector) of his native Tsiolkovsky Pedagogical Institute in Kaluga. After 4 years, he became a member of the government of the Kaluga region - received the post of chief specialist of the legal department, and then headed the investment department of the Department for Economic Development of the region.
In 2007, after the resignation of the head of Kaluga, Lyubimov was appointed as his interim. In this position, Nikolai Viktorovich established himself as a responsible and uncompromising leader, he easily coped with the tasks assigned to him. As a result, he became the mayor of Kaluga and held this post until 2010.
At the end of 2010, Lyubimov received the "chair" of the deputy governor of the Kaluga region, and after another 5 years he headed the regional Legislative Assembly.

Lyubimov's activities as governor
Prior to Lyubimov, the Ryazan region was headed by Oleg Kovalev. His term in office ended in October, but he resigned ahead of schedule to re-nominate himself for a new term. Temporarily, the President of the Russian Federation appointed Nikolai Viktorovich to the post of head of the region.
Lyubimov also nominated himself for the gubernatorial elections, and won, and with a record "score" - he gained more than 80% of the votes. That is, for several months of his work, he managed to win the trust of the citizens of the Ryazan region.
Lyubimov took office a week after the elections, and a month later he had an open dialogue with his voters. Not all colleagues in the regional government understood and accepted the choice of citizens, but they had to put up with it. Most of the new subordinates were even happy with the change in leadership. According to his past professional merits, Lyubimov was positioned as an experienced economist, on his account there was already the rise of a deeply subsidized region (Kaluga region), and in his new post they expected the same from him.
After a year of work, analysts began to give their assessments of his activities, and there were much more pluses than minuses. But individual entrepreneurs were dissatisfied with his policy, believed that they were undeservedly "surviving" from the streets of Ryazan cities.
