The total number of members of the campaign headquarters can be significant - it includes campaign and advertising groups that work with the population and distribute advertising materials, work to create a positive image of their candidate. the legal status of these organizations is still not clearly defined. Since the institution of political elections related to the freedom of expression in Russia is still at the stage of formation, the concept of an election headquarters has not yet been formalized in legislation and the rights of its members have not been spelled out. It is not very clear what legal implications are the statements made by some members of the candidates' campaign headquarters on their behalf. In addition, the responsibility for those "dirty" methods of political struggle that are used by members of the election headquarters of various candidates in the struggle for votes has not been defined.
