The concept of an election headquarters refers to both the collective of people and the place where they work. The team of the pre-election headquarters is formed on a temporary basis from people who are engaged in campaigning and organizational work to nominate and support their candidate in political elections. A room or a group of rooms in which this collective is located is also called an election headquarters.
Election headquarters are formed by their persons who have given their consent to support the nominated deputy. Their work begins even before the start of the election campaign. The main burden on the headquarters falls just during this campaign, the elections and a few more weeks until their official results are announced. Depending on the scale of the elections, there may be a whole network of local and regional headquarters, which are headed by a central campaign headquarters. Their structure is rigidly centralized, and all its links are in strict hierarchical subordination. Although, of course, it is built taking into account the human and skill resources that are available. The responsibilities of the members of the headquarters are mainly distributed taking into account the preferences, accumulated experience and the informal position, the authority that the person who is part of it has. As a rule, each headquarters is headed by one person - his leader. The main group that makes tactical and strategic decisions under its own responsibility is small - 5-7 people. The total number of members of the campaign headquarters can be significant - it includes campaign and advertising groups that work with the population and distribute advertising materials, work to create a positive image of their candidate. the legal status of these organizations is still not clearly defined. Since the institution of political elections related to the freedom of expression in Russia is still at the stage of formation, the concept of an election headquarters has not yet been formalized in legislation and the rights of its members have not been spelled out. It is not very clear what legal implications are the statements made by some members of the candidates' campaign headquarters on their behalf. In addition, the responsibility for those "dirty" methods of political struggle that are used by members of the election headquarters of various candidates in the struggle for votes has not been defined. An ordinary person who is influenced by the campaigning methods used by the election headquarters of political competitors must be critical of what they are trying to impose on him. A responsible civic position is the ability to make an independent choice based on an unbiased analysis of the political situation and the existing situation.
