History does not tolerate the subjunctive mood. It is possible to simulate the likely consequences of an event only after analyzing the plans of the participants. However, the reality of such modeling does not stand up to criticism, since real plans are built against the background of the laws of historical development, but often without taking them and many other factors into account.
For Hitler, the Soviet Union, in addition to the object of territorial conquest, also represented an ideological enemy. Actually, all the conquests in Europe were aimed at strengthening the military and economic potential and ensuring the rear of Germany during the war in the Eastern direction.
What the Ost Plan was preparing for the peoples
The development of the eastern lands, which, in addition to the Soviet Union, included the territories of Poland and the Baltic countries, was to be carried out in accordance with the General Plan Ost. It was planned that the seized lands would provide Germany with food, raw materials, labor, and become part of the Third Reich.
According to the plan, most of the population of these territories was to be freed from the indigenous population. Some of the inhabitants were evacuated to Siberia, a small percentage remained in the occupied land as slaves, the rest had to be destroyed.
For the Russians, a policy of racially weakening was prepared - the destruction of the biological basis through the popularization of abortion and contraceptives. It was assumed the complete destruction of industry, agriculture, the elimination of medical services, educational institutions and the organization of mass famine.
A small part had to be assimilated with the Germans. Basically, the "Germanization" should have been subjected to the Balts as the closest in mentality. The conquered territories were settled by settlers from Germany. It took 30 years to implement the plan.
What could expect Germany in the conquered Russian territory in case of victory
The inconsistency of the Ost plan became clear even in the course of hostilities. The settlement of the occupied territories was extremely inert; there were no large numbers of people wishing to become immigrants among German farmers.
A more realistic model of management of the occupied territories was presented by the Lokot Republic. In the occupied territory of the Bryansk region, the Germans organized autonomy. The population of the autonomy was made up of persons hostile to the Soviet government from among the dispossessed and evicted. The republic had self-government, had its own army, tax system, schools and hospitals. Industry and agriculture worked in favor of the German military machine, but conditions were created for the inhabitants of the republic.
In the event of a victory over the USSR, Germany would not have enough resources to support the order loyal to the new government throughout the Union. Here it can be assumed that the occupied territory would be divided into subjects of various administrative forms by analogy with the Lokot Republic. The backbone of the new order in the puppet republics could be former kulaks, political prisoners and representatives of the White emigration.
Hitler's bet on anti-Soviet sentiments was initially wrong. The enemies of the Soviet regime remained patriots of Russia. Fascist Germany was viewed exclusively as an instrument to overthrow Stalin's rule. It is unlikely that the population will unconditionally submit to the new government if national identity is at stake. The mentality of the Russian people does not allow them to be in slavery, especially in their native land, and this has been repeatedly proven by history. It can be assumed that sabotages would begin in the territories of the autonomies, ignoring the orders of the German masters and, as a result, armed uprisings.
Actually, the very possibility of submission to the fascists looks more than utopian. The only possible actions of the enslaved majority are underground and guerrilla warfare. Since the territory of the mythical German Empire is divided into protectorates inhabited by anti-Soviet elements, a civil war would be inevitable. That is, instead of a granary, an oil well, and natural resources, Germany would receive a burning land underfoot, on which it would be impossible for the German population not only to manage, but simply be.
Siberia, as the rest of the Soviet Union, would pose a real danger. The population expelled for the Ural Mountains would view the evacuation solely as a respite for organizing a new full-fledged resistance.
It is naive to assume that the documented defeat of the USSR would have been the reason for the cessation of the liberation struggle of the Russian people. The redivision of the world is over, and it is possible to claim victory over Russia only in an ideological struggle.
