The threat of the appearance of censorship on the Internet began to be actively discussed on the Russian-language Internet before the second reading in the State House of the Russian Federation of draft law No. 89417-6. It is aimed at combating child pornography, drug propaganda and child suicide, but the introduced mechanism for blocking illegal content can theoretically be used as a tool for wider Internet censorship.

Of course, in order to write a letter to the State Duma about any law, you need to familiarize yourself with it and form your own opinion. Otherwise, you will get a text not about the law you are interested in, but about the fact that someone told you about it. In this case, we are talking about a legislative act amending four laws already in force. The bill on the introduction of such amendments has passed three hearings in the State Duma, approved by the Federation Council and signed by the president. After the publication of its text in Rossiyskaya Gazeta, the official publication of the Government of the Russian Federation, the law partially entered into force on July 30, 2012 (two points were assigned to November 1, 2012). The full text is available on the website of this publication - a link to the corresponding page is provided below.

To send a prepared appeal, the easiest way is to use the appropriate form on the official website of the State Duma of the Russian Federation - a link to the page with this form is given below. The text of the letter can be copied and pasted into the "Message text" field, typed directly in it or attached as a separate file, while writing an explanatory text. In the field "To whom it is addressed" indicate the name and position of the first person of the State Duma - "Chairman of the State Duma Naryshkin Sergei Evgenievich." You can receive a response to your appeal by e-mail or regular mail - select the option you need and fill in the appropriate fields (they change when you change your choice). Do not forget about the "captcha" (the set of characters shown in the picture below the form) - it must be entered in the field above the "Send message" button to convince the site scripts that you are not a spammer robot.

If for some reason you do not want to send your letter over the Internet, you can do this by regular mail. The postal address of the State Duma is 103265, Russia, Moscow, st. Okhotny Ryad, house 1. And you can refer the appeal to the State Duma reception, if you have the opportunity to visit it in Moscow, located near the metro station "Biblioteka im. VI Lenin "house number 7 on Mokhovaya street. The reception is open without a lunch break from 9 am to 5 pm (Friday - until 4 pm) every working day.
