By the end of June 2012, a list of candidates for councilors should be drawn up.

Most of them have a positive attitude towards the president and the ruling party. 24 percent of the respondents have the opposite opinion. OTV opponents are of the opinion that the leader appointed by the president is already dependent on him, so such television cannot be public. About eighty percent of Russians admitted that they were not ready to pay contributions for the maintenance of OTV.

It is assumed that the Zvezda TV channel will become the platform for the new TV channel. The members of the council, according to the presidential decree, must be appointed for a period of five years, participate in the activities of the TV channel free of charge, elect the chairman of the council and deputies, and meet at least once every three months. Civil servants, members of the public chamber, deputies and senators of the State Duma cannot become members of the council.

Today there is a network analogue of public television - SOTV. It has its own official website and management, acting in accordance with international acts: intended for the community, funded by the community, controlled by the community.
