In 2010-2011. in 74 regions of Russia there was a program for the recycling of old cars. It was introduced by the Ministry of Industry and Trade of the Russian Federation as an anti-crisis measure to support the domestic auto industry, as well as to improve the environmental situation.

The scrappage program was aimed at reducing the old vehicle fleet, that is, cars produced in 1999 and earlier, which for the most part did not meet modern safety and environmental standards. To do this, citizens who have such cars, when handing them over for scrap, were given the right to purchase a new car from the list approved by the Ministry of Industry and Trade of the Russian Federation, with a discount of 50 thousand rubles. This list included both domestic cars (Lada, GAZ, UAZ, IZH) and some models of foreign companies that are assembled in Russia (Ford Focus, Toyota Camry, Scoda Fabia, Volkswagen Tiguan, etc.) …

The following requirements were imposed on the vehicle being handed over for scrapping:

- weight up to 3.5 tons;

- age over 10 years (1999 and earlier years of release);

- complete completeness - the presence of all components, parts, assemblies and assemblies in their regular places;

- registration for the last owner for at least 1 year.

The exchange of old cars for new ones was carried out according to the following scheme. The car owner fills in 5 copies of the form of the Certificate of disposal of the out of service vehicle, presented on the website of the Ministry of Industry and Trade of Russia, on the websites or in the offices of auto centers participating in the program. Then the owner of the car drives it to the authorized dealer from the approved list with a full set of documents and draws up a power of attorney for the auto center employee to remove the vehicle from the register, transfer it for disposal and obtain a certificate of disposal. The owner of the car and the dealership conclude an agreement of instruction for the implementation of these actions, as well as an agreement for responsible storage of the vehicle until it is removed from the register. The client chooses a new car from the list approved by the Government of the Russian Federation, and the dealer reserves it and calculates the price taking into account a discount of 50 thousand rubles. Upon receipt of a certificate of disposal, a contract for the sale and purchase of a car is concluded between the trade organization and the client, its full payment is made and other actions related to its registration in the ownership of the buyer.

At the next stage, the dealers will organize the transportation of the scrapped vehicles to the utilities. After that, the Ministry of Industry and Trade of the Russian Federation compensates the auto centers participating in the program for the cost of delivering vehicles to recycling points, as well as the amount of discounts provided to customers.

As a result of the utilization program, the vehicle fleet in Russia was renewed by 14%, and most of the newly purchased vehicles were models produced by JSC AVTOVAZ - Lada. Also, within the framework of the program, citizens gave preference to buying brands such as Renault, Ford, Chevrolet, Fiat, GAZ, UAZ.
