Corruption or bribery is one of the most serious problems of the Russian state apparatus. It leads to violation of the law, hinders the development of the economy and causes irreparable damage to the morality of society. There are several generally accepted ways to combat corruption.

In 2012, the National Anti-Corruption Committee of the Russian Federation presented four methods of fighting corruption in the country for public consideration. They were supported by several national parties at once, and now these measures are increasingly being applied in practice. The first of these is the careful selection of personnel for admission to the civil service. The recruitment of employees for high positions "in liaison", on a paid basis and other illegal or unethical grounds is excluded. Only citizens with an appropriate higher education and work experience, who have proven themselves in previous jobs, are allowed to public service.
Step 2
The next method of combating corruption is to control the expenses of officials, excluding both bribery and the possibility of inconspicuous waste of funds obtained by illegal means. For this, the annual declaration of income and property of senior officials is carried out, as well as verification of the reliability of the relevant declarations. The amounts and sources of income are compared with the increase in the property of both the officials themselves and their immediate relatives. During the verification of data and numbers, the actual ownership and use of property is also established, since registration of real estate and transport for other persons is becoming a fairly common phenomenon.
Step 3
Also, the rights of civil servants to keep personal secrets and immunity in certain situations are gradually being excluded from Russian legislation. This makes it possible to simplify the activities of the bodies that carry out operational-search activities on the fact of checking the activities of officials, their personal connections, controlling their telephone conversations, etc.
Step 4
Finally, the last possible measure of curbing corruption is constant prevention. Investigative authorities should more often conduct covert checks on the activities of civil servants for their involvement in bribery. For example, under the guise of citizens, business owners and other officials, operational officers visit the place of service of officials and offer to solve certain problems by transferring money or valuable items to government officials. In this case, a hidden filming of this process is being carried out. In a special order, these measures are applied in relation to persons who have already been caught in bribery earlier.
