Traffic jams and problems with the placement of personal transport are familiar to residents of almost all cities firsthand. These issues are especially relevant for megacities such as Moscow. At the initiative of the capital's administration, in 2009, the development and implementation of the "people's garage" program was launched to solve these problems.
The "People's Garage" program, as conceived by its developers, should solve the problem of chaotic construction of garages, which were erected in the capital both legally and by self-construction. In the course of its centralized implementation, it was planned to carry out preparatory work on the search and preparation of land plots, as well as the registration of all permits necessary for construction.
The largest capital banks were involved in the implementation of the program, which were to become investors in the construction of large multi-storey garage complexes, underground and surface parking lots, parking lots. In addition, residents of Moscow were able to borrow money for construction in one of the commercial banks under a special program of concessional lending. The money was issued at a small percentage - 11.9% for a period of up to 5 years. The object under construction itself could be used as collateral. The borrower received up to 70% of its market value. According to preliminary estimates, it was 350 thousand rubles.
The construction of public garages was carried out on the terms of co-financing by all investors, who are the future owners of parking spaces. Already in 2010, in the course of the implementation of this program, about 92 objects for almost 33 thousand parking spaces were built in Moscow. In 2011, it was planned to build 141 facilities for 50 thousand vehicles.
However, the program began to slip - the garage complexes being built were located in those places where there were free plots of land, and not in those areas where there was a real need for them. The result of this was that there were not enough people willing to purchase a parking space, especially for such a lot of money.
The result of an ill-conceived economic policy that does not take into account the need to build garages in the areas where they are located and the real solvency of the city's residents are empty garage complexes. This, of course, did not lead to a solution to the transport problem in the capital. The Moscow government had to take measures to adjust the project for the placement of large facilities and even reduce the cost of a parking space to 250 thousand rubles in "sleeping areas". True, in the center now such a place will cost the car owner 500-600 thousand rubles.
