In 2011, it was decided to expand the borders of the capital of Russia in the southwest direction and increase its area by more than 2.4 times. This measure was forced and was caused by the desire to relieve the center of Moscow, to bring the government and other institutions of power to the periphery. In July 2012, it became known how the resettlement would be carried out and where the Government of Russia would move.

The decision to relocate was made in relation to the Federation Council and the State Duma, federal executive bodies and their territorial branches. The government apparatus, the presidential administration, the Prosecutor General's Office, the Investigative Committee, the Accounts Chamber will be moved. In addition, judicial bodies will move from the center of the capital: the Supreme Arbitration Court, the Federal Arbitration Court of the Moscow District, the Ninth Arbitration Court of Appeal, the Supreme Court of the Russian Federation, the Judicial Department at the Supreme Court of the Russian Federation, the Moscow City Court.

Officials in the new location will not be concentrated on one territory. According to the map published in the newspaper Izvestia, government offices will be located in several districts of the former Moscow region, in a kind of "government" villages. The bulk of government agencies and federal ministries will be based in the Vnukovo area, where the government airport is now operating.

The farthest from the center of the capital, at the end of Rublevo-Uspenskoe highway, almost close to Zvenigorod, next to the residence of the head of state, will house the presidential administration. The financial center will be located in Rublevo-Arkhangelskoye. To the south of Moscow, in the Kommunarka-Ostafyevo area, several power structures will be located at once. The Office of Presidential Affairs, the Moscow Government, the Prosecutor General's Office and the Accounts Chamber will be relocated here. The judicial authorities will move to the Govorovo region.

According to information published by the media, the first to move to new places will be the Russian government and the presidential administration. Landowners in the areas where the government is supposed to be located will be compensated for by the Moscow authorities. The decision on the fate of the vacated buildings in the capital has not yet been finally taken, many of which are of historical importance. Most likely, most of them will be reconstructed into hotels, which are clearly not enough in Moscow now.
