A native of the Ukrainian city of Khmelnitsky, Boris Isaakovich Spiegel was born on 1953-18-02 in a regilious Jewish family. He graduated from a technical school and served in the internal troops in Lvov. After the army and graduating in 1980 from the history department of the Kamyanets-Podolsk Pedagogical Institute named after V. I. V. P. Zatonsky (branch of the Taras Shevchenko Kiev State University) Spiegel received an officer's rank.

On this, Boris Isaakovich did not complete his education. He entered the Academy of Foreign Trade, from which he graduated in 2003, and after 2 years he defended his Ph.
