Step 1
Think carefully and weigh your step. Acceptance of Ukrainian citizenship implies that you will have to renounce Russian citizenship. Take on paperwork only if you are completely confident in your decision.
Step 2
Apply for renunciation of Russian citizenship. Those who are on the territory of Ukraine must submit an application to the Consulate General of the Russian Federation in Ukraine, living in Russia - to the Office of the Federal Migration Service (FMS) at the place of residence. In addition to the application, you will need to provide a passport, a certificate from the tax authority about the absence of arrears on payment of taxes and a certificate from the military registration and enlistment office for men of draft age.
Step 3
Wait until you receive a document on renouncing Russian citizenship. It can take up to 1 year for your application to be processed.
Step 4
Check if you belong to the category of people who can obtain Ukrainian citizenship in a simplified manner. First of all, these are those who permanently resided (were registered) in the Ukrainian Soviet Socialist Republic (Ukrainian SSR) at the time of proclamation of independence. Secondly, these are people whose closest relatives - parents, grandparents or siblings - were born or permanently lived in Ukraine at the time of the proclamation of independence. They are also those who were previously citizens of Ukraine.

Submit documents for obtaining Ukrainian citizenship. In Russia, this can be done at the consular section of the country's embassy, in Ukraine - at the OVIR.
