Step 1
Find out if your question or appeal is consistent with the functions that the consul performs. Letters should be addressed to him, the content of which is related to the receipt of visas by foreign citizens. Moreover, before writing to an executive officer, you must first submit documents in a general manner and only in the case of an unmotivated refusal from your point of view to contact the consul. You should write to the consul of your state if you encounter any problems outside of Russia, while your issue cannot be resolved at the level of ordinary employees of the embassy.
Step 2
Write a letter to the consul. It can be written in both paper and electronic form. Start with the name of the institution, that is, the consulate you are writing to, as well as the name and position of the person you are applying to. Then write the body copy. Try to make it less emotional, rely on facts, and if legal knowledge allows, then on specific legal provisions that, in your opinion, were not observed in your situation. Complete the letter with the goal you want to achieve - revising the decision to issue a visa, speeding up the processing of any documents. Attach additional documents to the letter to confirm your point of view. For example, if you were denied a visa, you can add to the main text the necessary documents confirming your intentions and ability to pay.
Step 3
Send a letter to the consul. When using the services of the Russian Post, send a certified letter with an acknowledgment of receipt - so you can be sure that it reached the consul, or at least his secretary.
