According to statistics, the total number of unemployed citizens in the Russian Federation by the beginning of 2011 reached one and a half million people. Of course, these are only official data, which take into account only those citizens who have registered with the employment service. Significantly more people simply do not fully understand what actions they need to take to obtain unemployed status.

Step 1
In 2010, the Ministry of Health and Social Development of Russia established a new procedure for registering the unemployed. Previously, this procedure was determined by the regulatory documents of the Government of the country.
Step 2
The registration procedure is as follows. First of all, a citizen is registered with the employment service at his place of residence. The purpose of such registration is to find a suitable job. If it turns out that within ten days from the date of registration, the employment service did not offer the citizen a job, then he is recognized as unemployed.
Step 3
The decision on recognizing a citizen as unemployed must be made within a period of not more than eleven days from the date of submission of documents by him. The package of documents includes a passport, work book, a certificate of professional qualifications, a certificate of average earnings for the last three months. Persons who have applied to the employment service for the first time about looking for a job must present an identity document and, in the absence of a profession, an education document.
Step 4
You should be aware that not everyone can count on obtaining unemployed status. Restrictions apply to convicted citizens, as well as persons under the age of sixteen. Citizens receiving an old-age pension or seniority cannot be recognized as unemployed. The submission of deliberately false information to the employment service is also a legal basis for refusal to register. Another reason is the refusal of a citizen from a suitable job more than twice or unwillingness to receive vocational training.
Step 5
The status of an unemployed person is not granted if a citizen, without a valid reason, does not appear at the employment service within ten days from the date of initial registration. However, a second appeal to the employment service is possible within a month after the refusal was made.
Step 6
The re-registration of the unemployed must be carried out on time, but no more than twice a month. Failure to appear at the employment service for a month (in the absence of a valid reason) may be a reason for deregistration.
