They can afford to make scandals both in their apartment and in the entrance. And to your requests to be quieter, not to turn on loud music, either they simply do not react, or they are rude in response. How to deal with such neighbors, how to calm them down?

Step 1
First of all, you still need to try to resolve the issue peacefully, try to come to an agreement, explain why loud music bothers you so much. For example, you have a small child in your family who needs to be put to bed early, or you get up very early for work. Ask them to turn down the volume after twenty-three hours, or at least to warn about a planned birthday, for example, or some kind of party. Try to establish contact with them, because it is very unpleasant to live in constant stress.
Step 2
If, nevertheless, they under no circumstances want to meet you halfway, try the method of public censure. Perhaps they will be ashamed if they are reprimanded at the general meeting of tenants. You can place an announcement made at this meeting, requiring you to follow the rules of cohabitation.

You can also call the police officer on duty on number "02" to calm down noisy neighbors. For the first time, they will simply be warned. In case of repeated calls to the duty station, they may be issued an administrative fine. Having paid fines several times, they are unlikely to break the silence the next time after eleven in the evening.
Step 4
Ask your district police officer for help. He should conduct preventive conversations with such residents and warn them about administrative responsibility for such behavior. But first, write a statement that should be signed by as many neighbors as possible. In it, try to state the essence of the claim with specific facts: when and how often residents break the silence, how many times have you asked them to stop such behavior, who can confirm your claims.
Step 5
You can, of course, invite you to answer them in kind and also turn on the music loudly. But in this case, innocent neighbors will suffer. And to answer rudeness to rudeness is not entirely correct. Therefore, use legal methods to deal with noisy neighbors.
