In Soviet times, a military registration document was called a white ticket, which was issued to the disenfranchised (people deprived of voting rights). In accordance with this ticket, they were called to serve in the rear, and not in a combat unit. Now the white ticket has a completely different designation. It means all military cards issued to those who cannot serve in the army for health reasons or other reasons.
History of the concept
There are several versions about the origin of this concept. According to the first, white tickets appeared in pre-revolutionary Russia and they were issued to recruits who were unfit for military service for various reasons. The color of these tickets was just white. Another version says that military cards with "white", that is, blank, pages were called white, on which information about the place of military service was to be entered.
How to get a white ticket
A white ticket is issued only for health reasons, i.e. The conscript must undergo a full medical examination, as a result of which the doctor will determine the category of fitness, and only after that he will issue the document. There are only two categories for which a white military ID is issued: category "B" - limited fitness for military service (a citizen is exempt from military draft and enlisted in the reserve) and category "D" - unfit for military service (full exemption a citizen from military service both in peacetime and in wartime).
The list of diseases that are exempted from conscription is spelled out in the "Regulations on military medical expertise." According to the same provision, people with HIV infection, as well as drug addicts and homosexuals, receive a white ticket. In the ticket itself, the disease is not indicated, since it is a medical secret.
Dangers of the White Ticket
It's no secret that today such a ticket can be obtained without any health problems. But it is worth remembering that illegal registration of a document can bring many serious problems. Firstly, criminal prosecution is provided not only for the one who takes a bribe (Article 290 of the Criminal Code of the Russian Federation), but also for the one who gives it (Article 291 of the Criminal Code of the Russian Federation). Also, one of the main disadvantages of an illegally obtained white ticket is that at any time the person who issued it can be removed from office, and then there will be no guarantees of non-military service. Also, if the ticket is issued due to any mental illness, the holder of such a document is prohibited from having a driver's license and the right to carry weapons.
The white ticket is, of course, a guarantee of peace of mind for those young people who are not ready for military service. Sometimes there are really good reasons not to join the army: caring for sick parents, raising a young child, and supporting a family. But you need to remember - it is very difficult to change the category indicated on the ticket, which means you need to think about whether you really need to get such a military ID.
