In 1990, Mikhail Dmitrievich was appointed head of construction department No. 155. The division carried out important tasks for the construction, repair and reconstruction of critical facilities.
In the early 90s, when the privatization of state property was being carried out throughout the country, Balakin became a co-owner and general director of the joint-stock company SU-155. His managerial career was successful. In 2000, Mikhail Dmitrievich, as an effective manager, was invited to the Committee for Architecture and Construction of the Moscow City Hall. For five years, he has been involved in the implementation of large-scale projects. Among others, the installation of the new stage of the famous Bolshoi Theater and the building of the Moscow State University library.
