The tired audience already has little understanding of what the actual problem is. Elderly citizens still remember the times when people had a conscience that did not allow them to covet someone else's. And when conscience was abolished, then corruption appeared. Elena Anatolyevna Panfilova has her own special view of this problem. She has been researching Russian reality for many years and willingly shares her observations with an interested audience.
A distant start
According to the laws currently in force, every citizen of the Russian Federation has the right to strive for happiness. This "deep thought" is frankly and shamelessly copied from the famous document, which was formulated a long time ago in the United States. Yes, it is in the Declaration of Human Rights that any American has the right to life, freedom and the pursuit of happiness. Many politicians and sociologists of the Russian batch have enthusiastically undertaken to adapt foreign regulations and traditions to local conditions. All the fuss about this is similar to when the Papuans come to the Eskimos and begin to teach them their rules of life.
Elena Panfilova is engaged in public activities. In short, corruption is the object of her research and hassle. There is such a phenomenon in modern society that all adequate people have heard about. It is interesting to note that in Soviet times there was a thin social stratum of "thieves" among our fellow citizens. Nowadays there are corrupt officials. This category includes state and municipal employees who take bribes for simply doing their job. For example, they issue certificates or draw up a package of documents.
In a short biography of Elena Anatolyevna it is indicated that she was born on December 18, 1967 in the capital of the Soviet Union. Panfilova prefers not to spread information about her family. According to indirect data, the girl studied well at school and was not subjected to any discrimination. There was no risk of becoming a drug addict at all. No one attracted her to prostitution as a teenager. The child had a standard and even slightly happy childhood. In 1984, Lena entered the Faculty of History of Moscow State University and successfully completed the course.
Diligent and intelligent Elena Panfilova was invited to work at the Institute of Independent Sociological Research. A couple of years later, the famous August 1991 putsch took place, and the Soviet country ceased to exist. By this time, Panfilova felt the drive of a researcher and assessed the real opportunities to make a career. She accepted the invitation and became an employee of the American Agency for International Development, headquartered in Maryland.
Head of Transparency International - Russia
As part of cooperation with international agencies and centers, Panfilova received a second basic education - she studied at the Faculty of Political Science of the Russian Diplomatic Academy. According to an experienced historian and newly minted diplomat, the following destabilizing factors are very harmful and dangerous in countries of "young" democracies: terrorism, interethnic conflicts and corruption. Elena Anatolyevna made her modest contribution to the study of corruption ties.
In 2000, Panfilova initiated the creation of the Russian branch of an international non-governmental organization for the fight against corruption. After the obligatory procedures for completing the package of constituent documents and registration, she becomes the Chairman of the Board of the Center for Anti-Corruption Research and Initiatives "Transparency International - Russia". If we leave aside the administrative burden, Elena Panfilova is given the widest field for creativity and formulating real proposals.
With an excessive breadth of interests and an abundance of topical problems, it is very important to concentrate on analyzing and solving specific problems. As it turned out, the development of democratic processes is resisted by the corruption component. One of the reasons the governor elections were canceled was precisely corruption. Criminals, using financial dumping and physical pressure, achieved the desired results when voting. The administrative resource did and still does the great damage to the legitimacy of the elections.
Panfilova strives in every possible way to convey to the citizens of the Russian Federation the results of her research. For the triumph of true democracy, the active position of these very citizens is very important. At the moment, the situation is assessed below average. The voter turnout is low. Unscrupulous officials and politicians deftly use this environment to their advantage. It is puzzling why government agencies take a contemplative position on this issue.
Teaching activities
Every process has a beginning and an end. Elena Panfilova headed the international anti-corruption center for seventeen years. In the fall of 2017, she left this post. For objective reasons, this is the right decision. Young employees with fresh ideas and knowledge should come to the structures. A specialist with vast experience should not remain unclaimed - one of the basic laws of social life. Elena Anatolyevna continues to work in the anti-corruption laboratory of the Higher School of Economics. Gives students the appropriate course of lectures.

It is known that with all the workload at work, Panfilova found time to get married. She gave birth to two sons.
