The idea of creating "black lists" of air passengers is being considered by the deputies of the State Duma of the Russian Federation. Despite the fact that such a decision may run counter to the Constitution of the Russian Federation, which gives a person the right to freedom of movement, the need to tighten the rules for air transportation is already ripe. Indeed, in recent years, cases have become more frequent when passengers behave extremely inadequately during the flight.
Flights of the airline Yamal, Aeroflot and Transaero were embroiled in scandals. Passengers flying on them claimed that the crew behaved unprofessional and rude with them, violating their rights. However, upon a more detailed examination of the complaints, it turned out that these applicants themselves behaved in an inappropriate manner - they threatened the crew members, brawled, scandalized and even fought. Due to the fact that cases of inappropriate behavior of passengers on airplanes appear more and more often, and began to develop a bill on the introduction of "black lists". This list should include the data of those people who, over the past 5 years, distinguished themselves by their inappropriate behavior on the plane.
It is planned to create an electronic database in which the names and passport data of the brawlers will be entered. It will be distributed to unified ticket sales centers and to the computer networks of all Russian airlines. When selling tickets, cashiers will have to check with this database everyone who wants to purchase a travel document and refuse those who appear in it.
The principle of purchasing electronic tickets should also be carried out with the simultaneous verification of the passenger's name and data on this database. This is the only way to avoid getting on board an inadequate person who, by his actions, disturbs order and interferes not only with the staff, but also with other passengers.
It will be quite easy to add to these lists. As soon as this or that passenger violates the order on board the air liner, according to the information provided by the crew - the ship's commander or stewards - he will be entered into the "black" database, and his name will automatically appear in the lists at the cashiers.
The draft idea is being developed, and the parliamentarians are still considering how to implement it painlessly and without massive appeals to the courts. In addition, it should be possible to exclude from the "black list" those passengers who have realized their guilt and have completely corrected themselves.
Such lists are already widely used in other countries, and this, according to experts, helped to put things in order on board aircraft. In addition, the quality of service has thus improved markedly.
