During the Soviet era, a person who earned the title of "Veteran of Labor" and, having received the appropriate document in his hands, could count on guaranteed benefits, but since 2005, Federal Law No. 122 "On Monetization of Benefits" was adopted, and the assignment of such a title was suspended, according to it became impossible to obtain a Labor Veteran in accordance with the adopted legislative norms.
Of course, financial difficulties played a decisive role. So, according to this law, the beneficiaries were divided into: regional and federal. So among the federal recipients of benefits were war veterans, blockade soldiers, Heroes of the Union, Labor, disabled people, etc., they accept their payments from the federal budget. Among the regional recipients of benefits: labor veterans, victims of political repression, home front workers, remained as wards of regional structures, which had to establish the amount of compensation based on their capabilities. Each region stopped before the independent decision of the fate of the veterans, and it is also important that each of the regions reacted differently.
In the Russian Federation, there are regional centers that at the local level have canceled all benefits for labor veterans, except for those who received this title even before the adoption of new legislative norms. After the adoption of this law, some regions left everything as it was before its approval. For example, in Moscow, most of the benefits have remained at the same level, and Veterans of Labor have a 50% discount on housing, telephone services, free commuter and city transport, as well as spa treatment. There are also payments in the form of compensations, for example, in the Tomsk region in order to receive the title of "Labor Veteran", you need to have at least 25 years of work experience for men and 20 years for women. But at the same time, a pensioner must have departmental insignia of state awards.
Instead of benefits, monetization allowed people to get their hands on money with which they could buy medicines and go to the resort. But, unfortunately, the compensation of benefits did not become widespread, since it is difficult to imagine how a veteran can use the money received to purchase a ticket to a sanatorium, they are not enough to cover elementary costs. Of course, in almost all regions, veterans have a 50% discount when paying for housing, and in all regions, beneficiaries use city public transport free of charge.
In order for you to be awarded the title of "Labor Veteran" you do not need to wait for retirement. You need to collect all the relevant documents (award document, passport, work book) and go to the social security office for your place of residence. From time to time, both in the government and in social spheres, the question of transferring regional beneficiaries to federal ones is raised, but, unfortunately, however, as always, there is simply not enough money for this.
