In 1994, Lieutenant Kuzmenko received a specialized education and left the school for the place of further service. According to the order of the General Staff, the young officer was assigned to the Trans-Baikal Military District. Andrey spent only a year as a reconnaissance platoon commander.
In the late 90s, the material and technical supply of units and subunits deteriorated markedly. To contain the just discontent of the personnel, commanders and chiefs had to use a variety of methods. The creativity and professionalism of the officers made it possible to maintain the high combat effectiveness of the combat structures. At the beginning of the 2000s, the situation improved markedly. In 2006, Kuzmenko was awarded the rank of colonel and appointed commander of a motorized rifle regiment. Three years later, he was transferred to the North Caucasian Military District and appointed brigade commander.
