The protagonist is Admiral-General Haffaz-Aladin, the ruler-dictator of Wadi, a country in northern Africa, rich in oil, who travels to the United States for a UN meeting. The film was banned from showing in Belarus, Tajikistan, Azerbaijan, Turkmenistan and a number of other countries.
