These categories of citizens will be able, if they wish, to become owners of apartments free of charge within one year after they receive them from the municipality. All others who decide to become the owners of such housing will purchase it at market value.

Analyzing the situation with the services and tariffs of housing and communal services, it is clear that the threefold extension of the privatization period was made by the government not at all with the aim of providing citizens with expensive real estate. The change in the status of housing made it possible to shift the care of the maintenance of residential buildings onto the shoulders and wallets of apartment owners, significantly reducing this item of expenditures in municipal budgets. Now all the responsibilities not only for the maintenance of their own apartments, but also for the maintenance and maintenance of common areas, as well as the overhaul of houses are assigned to the "happy" homeowners.

In addition, in the future, the government is going to "tie" the property tax not to the inventory value of apartments, as it is today, but to the estimated value, which, as practice has shown, is mercilessly overstated, significantly exceeding the market value. This is a deterrent for those who have not yet privatized their apartments and seem to be in no hurry to do so. And such, as experts say, there are about 25% of the total number of apartment owners.

Step 5

With the completion of privatization, many families on the waiting list for housing are hoping that it will move faster now. Municipalities were reluctant to build new housing under social programs, since it was immediately privatized by the new tenants. The result was an increase in the total number of people on the waiting list to 3 million, and this was the reason that the average waiting time for a new apartment in Moscow is 21 years, while in St. Petersburg people on the waiting list have to wait as long as 25 years.
