Corruption at all levels of government can manifest itself in different ways, and it is not always possible to bring it under control. But there is one area in which the actions of the authorities can be controlled by almost anyone - this is public procurement.

The budgets of the country, regions, cities allocate funds for various purposes: to build a hospital, a kindergarten, repair a road, install security cameras in public places.. Orders for such types of work are published on the official website of public procurement zakupki.gov.ru, and everyone can see them … But in order to find any violations in them, and even more so, to defend your point of view in court, you must have certain legal competencies.

Therefore, lawyer and public figure Alexei Navalny decided to create a project called RosPil. This is an Internet resource where anyone can report a “dubious purchase”. An indication of the "doubtfulness" of a government order may be the overpriced (or understated), compared with the retail price, the discrepancy between the volume and terms of work, "vague" documentation, etc. The experts assess how well-founded the complaint is. Then the lawyers who work at RosPil send the documents to the prosecutor's office and other official bodies to cancel the state order.

As of June 2012, 108 complaints were filed through the project, of which 68 were found justified. The total amount of orders for which violations were suppressed is almost 40.5 billion rubles.

RosPil is a non-commercial project. It exists for charitable donations, which are transferred through the Yandex wallet. From these funds, several lawyers and the coordinator receive their salaries.

To report a "dubious" public procurement, you need to indicate in the appropriate section of the RosPil website its customer, the terms and size of the contract, the reason why you consider the purchase to be a fraud. On the same page there is a hint regulating the features of drawing up an application. The authors of the project warn that due to duplication of applications, they may not respond to everyone. Please note that you can only file a complaint about a purchase for which a tender has not yet been held.
