From Lensovet to Moscow
By this time, the perestroika processes were gaining momentum in the country, and in Leningrad too. The city authorities are actively looking for specialists with up-to-date knowledge. In the fall of 1990, Alexei Leonidovich Kudrin goes to work in the structure of the executive committee of the Leningrad City Council, which is engaged in economic reform. At that time, the industrial enterprises of the city produced a significant share of products on a national scale. The famous rubber-tread tractor "Kirovets" enjoyed steady demand not only in the domestic market, but also in the foreign one.
The reformers were tasked with improving the production and economic performance of enterprises in all sectors. To transfer the economy of Leningrad on a market track, appropriate laws and regulations were required, which were adopted at the government level in the capital. After the August 1991 events in Moscow, the reform processes accelerated significantly. In a short time, Kudrin made a brilliant career and took a significant post in the mayor's office of St. Petersburg.
Simultaneously with Alexei Leonidovich, the future President of the Russian Federation Putin was restored to civil status. At that stage, no one imagined or predicted a dizzying career growth for them. The deeds of the reformers in the Northern Capital brought not at all the results that were dreamed of. The mayor of St. Petersburg was mired in corruption scandals and had to go abroad. Young comrades-in-arms did not want to hide abroad and moved to Moscow.
Conflict with the President
By the mid-nineties, the Russian Federation clearly outlined its course towards integration into the world economy. In 1996, Kudrin arrived in the capital as head of the Control and Audit Department of the Presidential Administration of the Russian Federation. During that period, relations were intensively established with transnational financial organizations, such as the International Monetary Fund, the European Bank for Reconstruction and Development, and the World Bank. The level of theoretical training and the experience of the privatization in St. Petersburg favorably sets off Kudrin against the background of his colleagues and associates.
Alexey Leonidovich effectively represents Russia in the IMF and EBRD. The negotiations, which he is holding with the leading managers of these organizations, come to the end with the receipt of the next loan injections into the economy. Meanwhile, in the summer of 1998, a deep financial crisis erupted in the country. The government was dismissed. Early next year, Prime Minister Yevgeny Primakov removed Alexei Kudrin from all positions in the government block. The St. Petersburg economist was forced to work for RAO EU as Chubais's deputy for some time.
According to competent experts and analysts, state building has much in common with the work of writers and architects. When power in the country passed from Boris Yeltsin to Vladimir Putin, the historical discourse had already been chosen. Russia should become one of the main suppliers of hydrocarbon raw materials to the world market. This task is not as simple as it seems at first glance. For Alexei Kudrin, the date of August 21, 2011 is deeply engraved in the memory. It was on this day that the President of the Russian Federation Dmitry Anatolyevich Medvedev publicly invited the Minister of Finance of the Russian Federation to leave his post.
