According to the Federal Law "On the Procedure for Considering Appeals of Citizens of the Russian Federation", any Russian has the right to apply in writing, including with a complaint, to one or another state organization. They are obliged to consider it and no later than a month from the date of receipt inform the author about the decision. But it often directly depends on how the complaint is drawn up.

  • - printer for other methods of delivery of the document to the addressee;
  • - an envelope, return receipt forms and money to pay for communication services when sent by mail.

Step 1

Each appeal to the authorities, including a complaint, must contain information about who (the name of a state or municipal authority is enough) and who is contacting, how to contact the applicant (registration address, mailing address, if it does not match). A telephone is not required, but desirable: those who will read the document may have questions that are better answered immediately, they may need additional evidence or a personal meeting. All this is usually written at the top of the complaint, in the right corner.

Step 2

Further in the center of the line is the title of the document: "COMPLAINT".

The line below: "for illegal actions …" then you give the names, positions held, place of work of those whose actions are appealing. If you do not know the name or position, the wording "official" is enough (or in the plural - as appropriate). These lines are also centered.

Step 3

Now go to the substantive part of the complaint. In it, you in any form indicate exactly what actions, by whom and when were allowed in relation to you. The more accurate factual information, the better: date, time, names, titles. Refer to the available evidence: documents attached to the complaint and others, for example, audio recording of the conversation. When linking to an official document, include its output data (date, reference number, signatory of the official). Be brief (long texts are difficult to read), impartially, without emotion …

Step 4

Motivate why you consider the described actions unlawful, best of all with reference to specific provisions of the law (clause, part, article, name of the law or other normative act, its imprint), do not hesitate to quote verbatim or part of this or that provision of the law.

Step 5

Then you can move on to what you are asking for. After the words "based on the above, I PLEASE:" the contents of the section are presented in a column by a numbered list. Among the measures, be sure to indicate “to check on the above facts.” If you are unlawfully denied something, ask to enforce the law in relation to you.

You also have the right to ask for disciplinary or other action against violators of your rights.

It will not be superfluous to indicate in a separate paragraph with reference to the law "On the Procedure for Considering Appeals of Citizens of the Russian Federation" the inadmissibility of forwarding the complaint to the organization and the official whose actions are being appealed.

If the address of registration and residence does not coincide, underline which one it is preferable to receive an answer to.

Step 6

Attach documents and other evidence to your complaint. It is better in the order in which you refer to them in the text. In the complaint itself, under the heading "I am attaching to this complaint", give all the documents that you refer to, indicating the imprint and the number of sheets. Use identifiers of other evidence as well. For example, the serial number of the audio CD.

Step 7

If you are submitting a paper complaint, do not forget to sign it by printing it. The finished document can be sent to the addressee in person, by mail (preferably with a return receipt and a list of attachments) or personally delivered to the organization where the complaint is sent.
