The most precious thing parents have are their children. Schooling for Russian children is free, but every year schools collect additional funds for needs that are not paid by the state.
Over the past 10 years, the issue of protecting children in Russian schools has become not only relevant, but vital. The child spends at least 5-6 hours in the classroom, plus several hours a week for extracurricular activities and circles.
Why isn't the school paying?
The buildings of modern Russian schools are huge, and the number of visitors, together with students, parents and teachers, can be more than 1000 people every day. Even with a strong desire, the school administration cannot independently ensure the required level of safety for children.
The position of a day guard is not provided for in the staffing of Russian schools; the state allocates money only to pay for the work of night guards. Guards and watchmen are paid for by attracting additional funds from the school administration.
As it turns out, schools have every right to do so, enshrined in the Federal Law on Education. Naturally, schools collect this money from parents, which annoys moms and dads. If you seriously think about this issue, you can bring the case to court, because parents are not required to pay. Lawyers speak unambiguously about this, but is it worth it?
After all, the money that teachers collect goes to the salary of the person who protects your child. Even the simple presence of a person in uniform in the school lobby can increase the safety of children by several orders of magnitude. If the school has a video surveillance system and turnstiles, the chance to go unnoticed is reduced to almost zero.
Where do the guards come from?
Private Security Enterprises are engaged in the protection of schools. They work on a commercial basis under contracts with institutions. Their responsibilities include checking school passes and parents' passports, and they are required to record visitor data throughout the day.
They are not obliged to keep track of the children's belongings and the order in the building; other employees are engaged in this. To pay for the guards, parents rent from 600 rubles a year to 150 rubles a month, that is, 1,800 rubles a year.
The amounts depend on the number of guards and the time of work, it can be around the clock or only during the day. Everything determines the desires of the parents and the possibilities of the school administration.
Parents who pay for security are usually unhappy with the “non-payers”. This creates a breeding ground for conflicts. So it's worth considering whether such worries are justified due to the small amount of money that will go to your own child.
