If you are a man of military age and you need to obtain a passport, you will have to contact the military registration and enlistment office in order to obtain a special certificate. Previously it was called "form-32", now it has been renamed to "certificate for OVIR".

Step 1
The certificate for the OVIR is intended to confirm that you are not currently drafted into military service and are not going through an alternative civilian service. In our country, this certificate is very difficult to obtain for a conscript who does not have the right to a deferment from conscription. Communication with the recruiting office staff is rarely pleasant. How to get help with the least loss of time and nerves? First of all, find out the working hours of the military registration and enlistment office. Find out exactly and in advance the time and place of acceptance of documents, because the office you need does not work every day.
Step 2
Prepare the following documents:
a copy of the first page of the passport and the page with the registration;
original certificate from the place of work (in which the length of service must be indicated). Students must bring a certificate from the educational institution, and the unemployed must receive a certificate from the employment center;
original military ID (if you have one).
Step 3
At the military registration and enlistment office, write an application (the form will be provided by the military registration and enlistment office) for the issuance of a certificate, which will confirm that you are not subject to conscription on the day the certificate is issued.
Step 4
Expect the issuance of a certificate within 10 days.
