Young people of draft age must present a certificate from the military commissariat at the place of residence to the OVIR in order to obtain a passport. She must confirm that this citizen, on the day of filing an application for a passport, was not subject to conscription. Instructions
Step 1
If you are a person of military age, but have not yet served in the army, having a reprieve for study or health reasons, select the inter-conscription period from January 1 to March 31 or from September 1 or to 30 to receive the certificate. At this time, it will be much easier to get the required document. This certificate, which was previously called "Form 32", is now, in accordance with the order of the Ministry of Defense No. 400 dated 01.01.2008, referred to as Appendix No. 2 or a certificate for OVIR.
Step 2
Call the military registration and enlistment office at your place of registration and specify the opening hours of the office where such certificates are issued. It must be issued to you if the draft commission has not made a decision to call you up for military or alternative civilian service. Even if you appear for a certificate on the eve of such a decision by the draft board, you are obliged to give it to you. The text of the certificate will indicate the period until which you will not be subject to conscription.
Step 3
To get a certificate from the military registration and enlistment office, bring a copy of your passport with you. You only need the first pages with a photo and a page with a registration stamp. In addition, you will need a certificate from the place of study or work indicating the length of service. If you are unemployed, bring a certificate from the Employment Center where you are registered. In the event that you have a military ID in your hands, you will need to present it.
Step 4
At the military commissariat, ask the secretary to give you an application form in the established form for obtaining a certificate from the OVIR. Fill out the form and return it by presenting the listed documents. No later than 10 working days, the military registration and enlistment office is obliged to issue you this certificate. It will be valid for one calendar month, so do not hesitate with the paperwork and immediately hand it over to the OVIR to obtain a passport.
