Every citizen of the Russian Federation has the right to obtain a passport to travel abroad. At the same time, special requirements are imposed on some categories of citizens. In particular, this applies to military personnel who require an exit permit.

- - certificates of family composition and citizenship of the Russian Federation;
- - conclusion on awareness of information constituting a state secret;
- - permission to leave from the FSB;
- - permission to leave from the command;
- - certificate of departure;
- - personal documents for obtaining a passport.
Instructions
Step 1
Read article 19 of the Federal Law of the Russian Federation "On the procedure for leaving the Russian Federation" No. 114-FZ. It contains information concerning the departure of officers of the Russian army abroad. Make an application for a passport (the form can be found on the Internet) and send it to the Federal Security Service. Indicate in it the reason for leaving the country and the period for which you will leave the Russian Federation. Attach certificates on the composition of the family and citizenship of the Russian Federation, having received them at the passport office, as well as a conclusion on your awareness of certain information constituting a state secret. You will also need a military registration card. After reviewing your request, you will receive an exit permit.
Step 2
Contact your command and give permission from the FSB. Inform that you need to obtain a foreign passport to travel abroad. Please note that management may refuse your request, for example, due to a large number of disciplinary misconduct. In addition, if you are privy to important state or military secrets, you may be denied permission to leave both at the level of the Federal Security Service and at the headquarters of the military unit.
Step 3
Go through the procedure for obtaining a passport. To do this, you can contact the company that won the tender for issuing passports or organizing recreation for military personnel. This will speed up the process. Do not forget to attach accompanying documents, including your civil passport, certificate of registration or military ID, a receipt for payment of state duty, as well as two permits from the FSB and the command. You will also need a certificate of departure indicating the period of stay abroad and the dates of departure / arrival, which must be obtained from your military unit. According to Russian law, the validity period of this certificate cannot exceed two months.
