Step 1

First, familiarize yourself with the legislation on the creation of public associations. Choose the form of association, it can be a public organization, movement, foundation or institution, the absence of disagreements in management will largely depend on the right choice. If you intend to represent the interests of a certain circle of li (members), then create a public organization, a movement is better suited for social and political purposes, and collecting funds is most effective with the help of a public fund.

Step 2

Prepare a draft charter, it should include the name, goals and organizational and legal form of the company, structure. In addition, the charter specifies the governing bodies and their competence, the procedure for the inclusion of new members, the formation of funds and property, etc. Hold the first meeting (conference, congress), the main agenda of which will be the creation of a public association, the approval of the charter and the election of governing bodies. If there is no need for the activities of the company as a legal entity, at this stage it is possible to finish, since the public association is considered to be already created.

Step 3

In order for a public association to acquire the duties and rights of a legal entity, go through state registration with the Department of Justice. Within 90 days after the meeting, provide the following documents: a statement signed by the members (at least 2 people), two copies of the charter, an extract from the minutes of the general meeting on the decision to create an association, information about the founders (full name, year of birth, passport data, citizenship, address, phone, etc.), documents confirming the presence of a legal address, a receipt for payment of the registration fee.

Step 4

Within a month, the application will be considered and a decision will be made on its registration, after that you will receive a certificate or a reasoned refusal. If you are denied, remove all the comments and submit the documents again, or appeal the decision in court.

Step 5

Within ten days after receiving the certificate, register your association with the State Statistics Committee and the Tax Inspectorate (violation is fraught with fines, the longer you wait, the greater the fine).

Step 6

Not later than a month after registration, register with the pension fund, the social and compulsory health insurance fund, and the employment fund.
