The inclusion of an object in the UNESCO World Heritage List means that it belongs not only to the country, but to all of humanity. The staff of the committee closely monitor the preservation and careful protection of the object, in case of violation it can be excluded from the list.
Due to insufficient control over the preservation by the authorities, the Moscow Kremlin may be excluded from the UNESCO heritage list. The reconstruction work carried out on the territory of the Kremlin was not coordinated with the committee, which is a gross violation of their requirements. Projects for the construction of a building in Taininsky Garden, two pavilions near the Kutafya Tower, as well as the reconstruction of Building 14 are closed for public control, which could not but cause concern on the part of public movements. UNESCO demanded from the Union of Architects of Russia a detailed report on the state of the monument and plans for its maintenance, otherwise the question of expelling the Kremlin will be raised again at a meeting of the Committee.
Another site that can be excluded from the UNESCO heritage list is the Curonian Spit. It was decided to create a tourist zone on its territory, which is not provided for by the plan of its development. According to the Convention on the Protection of Cultural and Natural Monuments, the Russian side must invite UNESCO experts to evaluate the project.
In April 2012, the question was raised about the construction of a hydroelectric power station on the Kronotskaya River, in the Kamchatka Territory. This river flows through the territory of the Kronotsky State Reserve and the construction of the hydroelectric power station will be a gross violation of Russia's obligations to protect the cultural and natural heritage of UNESCO. In addition, the regional authorities are going to allow geological work to study the subsoil on the territory of the park, which was categorically prohibited by the committee in 2004, 2007 and 2010. The exclusion of the volcanoes of Kamchatka and the Kronotsky reserve from the UNESCO heritage list will allow the authorities to freely extract minerals on the territory of the Dimshikan and Anavgaysky ore clusters.
Failure by the Russian side to comply with environmental requirements in relation to the cultural heritage site "Lake Baikal" may lead to first including it in the list of "World Heritage in Danger", and then completely excluding it from the objects of protection.
