In April 2012, the question was raised about the construction of a hydroelectric power station on the Kronotskaya River, in the Kamchatka Territory. This river flows through the territory of the Kronotsky State Reserve and the construction of the hydroelectric power station will be a gross violation of Russia's obligations to protect the cultural and natural heritage of UNESCO. In addition, the regional authorities are going to allow geological work to study the subsoil on the territory of the park, which was categorically prohibited by the committee in 2004, 2007 and 2010. The exclusion of the volcanoes of Kamchatka and the Kronotsky reserve from the UNESCO heritage list will allow the authorities to freely extract minerals on the territory of the Dimshikan and Anavgaysky ore clusters.

Failure by the Russian side to comply with environmental requirements in relation to the cultural heritage site "Lake Baikal" may lead to first including it in the list of "World Heritage in Danger", and then completely excluding it from the objects of protection.
