On the eve of the elections, some citizens are puzzled by the question: "How to vote if I am not in the city that day?" For such cases, absentee certificates have been specially developed. The main thing is to know where and when you can get them.

Step 1
To get started, contact the territorial (TEC) or precinct (PEC) election commissions. Here you must bring your written application requesting the issuance of an absentee certificate. If you yourself cannot do this for certain reasons (feeling unwell, inability to personally approach the commission, etc.), then the person whom you appoint as your representative can write a statement for you. The only thing that he must confirm such a representation is a notarized power of attorney. This provision is governed by paragraph 3 of Article 74 of the Federal Law "On Elections".
Step 2
Remember that on your application you must state the reason why you will not be able to come to your polling station on voting day. The reason can be any: leaving on vacation or business trip, permanent residence during this period in the country, etc.
Step 3
Consider the fact that you can get an absentee certificate no earlier than 60 days before voting day. This is due to the fact that for each election campaign the Central Election Commission develops an individual form of absentee ballots. And they approve its form no later than 60 days before the elections. As practice shows, territorial commissions issue absentee forms 45-20 days in advance, and precinct commissions 19 days in advance. The deadline when you can get a certificate is a day before voting day.
Step 4
When receiving the paper, be sure to indicate your passport number. Also, if you receive a certificate from the territorial election commission, sign in a special document - the register of issuing absentee ballots. If you take it to the precinct commission, then the signature should be put directly on the voter list. This is necessary in order for you to be excluded from the lists at your site.
Step 5
Carefully check the correctness of the data specified in the absentee certificate. It must contain your last name, first name, patronymic, the number of the polling station where you must be included in the lists by registration. And, of course, the absentee certificate must be confirmed by the seal of the commission that issued it to you, and endorsed by the signature of a member of the election commission.
