Serious congenital or acquired diseases that have led to irreversible disruption of the functioning of the human body and the limitation of its capabilities are the reason for the registration of disability. The degree of disability and self-care of the patient affects the establishment of the disability group.

Step 1
In order to establish a disability, it is necessary to submit an application for a medical and social examination with a set of documents confirming the presence of health problems. The application is submitted by the patient himself or his legal representative. Within the framework of the ITU, a comprehensive assessment of the state of human health is carried out, its ability to self-service is determined, and violations in the functioning of various systems of the body are identified.
Step 2
In order to undergo a medical and social examination, the applicant must come to the ITU bureau at the place of residence. If the patient is restricted in movement, an examination can be carried out at home after receiving the appropriate medical conclusion. ITU experts study the anamnesis of the patient's illness and life, assess the social and working conditions of his life, and also test the mental and emotional-volitional sphere in order to identify the corresponding disorders. If the patient is a minor, he is assigned the category "disabled child". Disability groups are established only for adults.
Step 3
The first group of disability is established in the event that the patient is not capable of self-service without assistive devices, is not capable of independent work and cannot do without outside help. The second group of disability is established with less pronounced impairments, when the ability to self-service remains. The smallest disabilities are observed in patients with the third group of disabilities. There is a special list of diseases and diagnoses that affect the establishment of a disability group. All these factors are taken into account by ITU experts.
Step 4
The final decision of the experts to assign a disability group to a patient is made during a vote after reviewing all the necessary documents and conducting a comprehensive examination. The results of the decision are immediately communicated to the applicant. If necessary, they can be challenged in court.
