Vladimir Vladimirovich was born in August 1955 in Lipetsk, in an ordinary working-class family. He did not dream of a political career, he planned to become a military man. His urgent military service took place in the border troops, in one of the units of the KGB of the USSR.

Vladimir Kirillov devoted almost 20 years of his life to military affairs, part of which was spent in the Transcaucasian district. He resigned from the post of deputy head of the political department of the Nikolsky border detachment.

In parallel with his service in the SA and after his graduation, Vladimir received higher education - first at the Voroshilov Higher Border School, then at the Lenin Military-Political Academy. Kirillov graduated from the Voroshilov Red Banner School in 1978, the Academy in 1987. Then he studied at the Academy of Civil Service of the President of the Russian Federation. The media hype was raised by representatives of Greenpeace in 2008. Their discontent was caused by the appointment of Kirillov to the post of head of Rosprirodnadzor. They accused Vladimir of having once illegally transferred the land plot to third parties, bypassing the rules governing such transactions.

Then Kirillov was accused of recruiting unskilled employees for various posts in Rosprirodnadzor. In 2016, the official opposed the assignment of the name of Kadyrov to one of the architectural structures (bridge) in St. Petersburg.

Scandals did not prevent Kirillov from receiving several high awards for his work. In 1983, and then in 1996, Vladimir Vladimirovich was awarded medals for service in the border troops. Kirillov's awards include a medal issued for the 300th anniversary of the Russian fleet, a medal for active participation in the census of the population of St. Petersburg, two Orders of Merit for the patronymic (2006 and 2010).
