The procedure for the payment of pensions to working pensioners in 2014

About 13 million Russians, or 1/3 of all pensioners, continue to work after retirement. Basically, because today it is almost impossible to live with dignity on pension payments alone.

In 2014, the average labor pension in Russia will be 11,144 rubles.

The pension of working pensioners is subject to annual recalculation within 12 months from the date of its appointment. A working pensioner or individual entrepreneur can submit an application for recalculation to the territorial body of the Pension Fund of Russia at any time, or it will be automatically made in August. For example, a citizen received the right to an old-age labor pension on January 24, 2014, he will receive the right to recount on February 24, 2015. Or the FIU will automatically recalculate his pension on August 1, 2015. The next recalculation is possible in another year.

According to statistics, the Pension Fund of Russia annually carries out an unclaimed adjustment of labor pensions for 12.5 million working pensioners and for 800 thousand people according to applications.

The right to recount is due to the fact that, despite the retirement age, the employer makes pension insurance contributions every month for such employees. Thus, the insurance part of the pension of working pensioners is growing every month.

For example, a pensioner receives a salary of 10 thousand rubles. The employer monthly deducts, in addition to his salary, 22% to the Pension Fund of the Russian Federation, of which 16% is displayed on the individual personal account of the pensioner. Accordingly, his pension capital will increase by 19.2 thousand rubles over the year. (10000 * 0.16 * 12). This amount is divided by the age of survival, which is 228 months. Thus, the monthly increase in pension will reach 19,200 / 228 = 84.2 rubles.

Options for revising pension payments for retirees

Under Russian law, the payment of pensions to working pensioners is made in full. However, discussions about canceling or cutting pensions for working pensioners are quite common. This is due to the need to solve the problem of overcoming the Pension Fund deficit. One of the options for its solution is the abolition of the annual adjustment of the labor pension for working pensioners.

From the point of view of the current model of the pension system in Russia, this would not be entirely fair. Since for a retired employee, the employer pays all pension contributions in full. Thus, the earned pension capital of a working pensioner is growing every month. And if you cancel the recalculation of his pension, it would be logical to cancel the need to make pension contributions from the employer.

Also, the Government wanted to reduce the size of pensions for working pensioners, limit payments in the insurance part, and also adjust pensions depending on the pensioner's income (according to the principle, the higher the salary, the lower the pension). The final decision on the choice of any of these options has not yet been made.

It is also planned to create incentives for later retirement and long-term employment without a pension. So, according to the new pension formula, if a working pensioner draws up a pension after reaching retirement age, the insurance part of his pension will increase by 1/4. However, it was decided to completely abandon the idea of raising the retirement age.

An extreme option is the complete abolition of pensions for working pensioners or partial for those receiving high income. It was originally incorporated into a new retirement strategy. Supporters of this decision referred to the fact that a pension is compensation for lost earnings. And working pensioners have not lost their earnings and, accordingly, should not pay their pension. But, according to the government's assurances, working pensioners will continue to receive pensions at 100%, and there will be no more return to the discussion of this issue.
