Please note that a subsoil plot with minerals is provided mainly for their development. It is possible to talk about the design and construction of settlements and industrial complexes only after receiving the conclusion of the relevant authorities about the absence of minerals at the site of the upcoming development.

For example, Russia maintains a state cadastre of deposits and occurrences of minerals, as well as a state balance of mineral reserves. The state cadastre includes all data on each mineral deposit, and to account for the state of the country's mineral resource base, there is a state balance sheet, where information is recorded on the quantity and quality of mineral reserves, their production, development, losses, and the provision of industry with mineral reserves.

State expertise is carried out in order to create conditions for the rational integrated use of subsoil, marking the boundaries of subsoil plots, payments for their use, etc. During the expertise, not only mineral reserves are assessed, but also geological information about subsoil plots suitable for the construction of structures, not related to mining.
